Selling powdered milk such as Milco, Corello, MG etc. as pure liquid milk

What do the muftis and scholars say about the issue that a person has a tea shop and uses powdered milk, such as "Milko", Corrolac, MG, etc., instead of milk? Is this permissible and is it considered as adulteration? If not permissible, what is the reason for the impermissibility? And the tea seller says that his customers are aware of it, so there is no harm. What is the status of this person's statement in Sharia? Please make me satisfied by providing rational and practical answer.

الجوابُ حامِدا ًو مُصلیِّا ً

If a person comes to buy milk, and the aforementioned hotel owner sells it as pure and fresh milk, or gives the customer tea in the same manner, then due to lying and cheating, this person is guilty of a major sin, which he must avoid and clarify in the future that it is powdered milk.
And if the buyer or tea drinker knows that the milk is powdered milk or the hotel owner himself tells him and despite this he buys milk or demands tea with the same milk, or asks for tea without any clarification, and the hotel owner gives him the aforementioned tea, then in these cases there is no sin on him and his income will also be halal and permissible.
