Ruling on having a gap between the adhan and the Maghrib prayer?

Assalamu Alaikum wa Rahmatullahi wa Barakatuh.
I would like to ask that in our area, the congregational Maghrib prayer begins immediately after the Azaan. As a result, many people frequently miss one or more rak'ahs because they live some distance away from the mosque.
In summary, my question is:
Is it Islamically correct to begin the Maghrib congregational prayer immediately after the adhan, or should the imam wait for one or two minutes before starting the prayer?

الجوابُ حامِدا ًو مُصلیِّا ً

It should be understood that, since it is recommended (mustahabb) to perform the Maghrib prayer promptly, the congregational prayer should be established as soon as reasonably possible.
However, if a delay of one to two minutes is observed so that more worshippers can join the congregation, this is permissible without any dislike (karahah). This is because the statements of the jurists indicate three possible situations regarding the interval between the Azzan and the Iqamah:
1. A short interval, less than the time needed to perform two rak'ahs.
This is permissible without any dislike (karahah).
2. An interval equal to or longer than the time needed to perform two rak'ahs, but before the stars become visible.
This is however not free from makruh tanzihi (mildly disliked).
3. A delay long enough for the stars to become clearly visible.
This is makruh tahrimi (prohibitively disliked).
Therefore, if the first approach is adopted—that is, a brief delay of about one or two minutes to enable a larger congregation to participate—then this method is undoubtedly permissible and valid according to Islamic law

مأخَذُ الفَتوی

ففي الدر المختار: «و) تعجيل (مغرب مطلقا) وتأخيره قدر ركعتين يكره تنزيها»
وفي حاشية ابن عابدين: «(قوله: يكره تنزيها) أفاد أن المراد بالتعجيل أن لا يفصل بين الأذان والإقامة بغير جلسة أو سكتة على الخلاف. وأن ما في القنية من استثناء التأخير القليل محمول على ما دون الركعتين، وأن الزائد على القليل إلى اشتباك النجوم مكروه تنزيها، وما بعده تحريما إلا بعذر كما مر قال في شرح المنية: والذي اقتضته الأخبار كراهة التأخير إلى ظهور النجم وما قبله مسكوت عنه، فهو على الإباحة وإن كان المستحب التعجيل. اهـ. ونحوه ما قدمناه عن الحلية وما في النهر من أن ما في الحلية مبني على خلاف الأصح: أي المذكور في المبتغى بقوله يكره تأخير المغرب في رواية. وفي أخرى: لا، ما لم يغب الشفق. والأصح الأول إلا لعذر اهـ فيه نظر؛ لأن الظاهر أن المراد بالأصح التأخير إلى ظهور النجم أو إلى غيبوبة الشفق فلا ينافي أنه إلى ما قبل ذلك مكروه تنزيها لترك المستحب وهو التعجيل تأمل.» (1/ 369)
