Assalamu Alaikum
Mufti Sahib, what I want to know is that whether it is allowed to read any Qur'an Ayats during the monthly periods as sometimes it so happens that it becomes necessary to recite and give Sura e Fatiha to somebody but due to the periods it becomes impossible. Please explain me in detail as many a learned Muftis say that it can be recited by way of Duas. What does it mean? Is it possible to recite the last few Ayaath of Sura e Baqara while sleeping during these days?
Can the Masnun Duas at the time of sleeping, Masnun Duas of morning and evening etc. which are in the books of Baithul Ilm Trust too, be recited during the periods since they are not Ayaath of Qur'an? Can you please let me know what and what could be recited during these days as I am in great confusion?

Yes. It is correct and permissible for a woman in her menstruating period to recite such Quranic verses that carries a supplicative meaning (such as Sura Fatiha) as a form of supplication or Wazifa, not as a Quranic recitation.
ففی الفتاوى الهندية: ويجوز للجنب والحائض الدعوات وجواب الأذان ونحو ذلك في السراجية. (1/ 38)
وفی الدر المختار: (وقراءة قرآن) بقصده (ومسه) ولو مكتوبا بالفارسية في الأصح (وإلا بغلافه) المنفصل كما مر (وكذا) يمنع (حمله) كلوح وورق فيه آية. (ولا بأس) لحائض وجنب (بقراءة أدعية ومسها وحملها وذكر الله تعالى، وتسبيح) اھ (1/ 292)
وفی حاشية ابن عابدين: (قوله بقصده) فلو قرأت الفاتحة على وجه الدعاء أو شيئا من الآيات التي فيها معنى الدعاء ولم ترد القراءة لا بأس به اھ (1/ 293)
