Giving Zakat to Someone in Debt

Salam, Please tell can we pay Zakat to set bonded labor free? Can bonded labor be classified as "gharemeen" as in Ayat 60, Surah Touba?

In the name of Allah, the Beneficent, the Merciful
If someone in debt is unemployed and does not have enough wealth to pay off his debt yet still he possesses the amount of the Nisab, then he is classified as “Gharemeen”, and can be given Zakat.
