Billiard & carrom boards games shop in Islam

is Billiard & carrom boards games shop is allowed in Islam?

In the name of Allah, the Most Beneficent and the Most Merciful
Although the Ulama have declared it Mubah (permissible) to play Billiard and Carrom under certain conditions it is a shameful act to open shops or to make it an income for living or source of livelihood, which is not appropriate and needs abstinence. The fact is that, customers of all kind would visit and some are those who play and engage in it with total attachment that Salat and other religious duties of them are completely ignored, and some engage in betting on win and loss etc etc. due to which playing such games would become Haram and the questioner becomes a means for their Haram activities. Hence it is necessary to avoid adopting such types of living income or source of livelihood.
