Law of Diyat (blood-money) and fulfillment of the losse

What is the view of the scholars of Islam regarding the following issue?
There was a building being constructed in Haji Gul, Mingura, Swat. This building collapsed during construction and caused great loss. Houses were damaged and four people died during the incident. My question is what is the law of Diyat (blood-money) and fulfillment of the losses of the damaged houses.

الجوابُ حامِدا ًو مُصلیِّا ً

If the building was not already decaying from before or there was no possibility of it collapsing and it fell unexpectedly which resulted in the loss of lives and damage to nearby houses, then in that case there is no liability or blood-money to be paid by the owner of the building. If this was not the case, then please rewrite the question and fully explaining the entire situation then resend it to us via email. After a proper analysis of the situation an answer will be provided.
