selling someone electric connection to another

There is a farmer who owns an electrical connection. He used to use it to operate his tube well. Now that his land has dried up, he wants to sell his connection. Is this permissible in the Shari’ah? Can we purchase it or not? If purchasing it is permissible, then we will purchase it for our own tube well, otherwise we will not purchase it.

الجوابُ حامِدا ًو مُصلیِّا ً

If W.A.P.D.A or which even company providing this connection allows for it to be sold, then (with their permission) it is permissible to purchase it.
