1. Is the buying and selling of prize bonds permissible in Islam?
2. Is it permissible to buy and sell new currency notes obtained from the bank?
3. Are the general Shia sect considered disbelievers, or not? Which sects are not considered disbelievers? To which sect does Allama Sajid Naqvi belong? Has a verdict of disbelief (fatwa of kufr) been issued against him or not?
First of all, it should be clearly understood that in the prize bond scheme, there is no real buying or selling involved. The amount deposited under this scheme is, in fact, a loan given to the government, and the profit paid on it is interest (usury). The same ruling applies to taking new currency notes from the bank and exchanging them with an increase or decrease.
(3) As for the Rawafiḍ (extremist Shia) and Shia sects, they are of many types with differing beliefs and views. Because of this, both earlier and later scholars have held different positions regarding them. Some have declared them disbelievers in general, while others exercised caution, and some provided details, stating:
Whoever holds the belief that Angel Jibrail (peace be upon him) made a mistake in delivering revelation, or that Ali (may Allah be pleased with him) is divine, or considers the slander against Aaisha (may Allah be pleased with her) to be true, or denies the companionship of AbuBakr al-Ṣiddiq (may Allah be pleased with him), or believes in the distortion of the present Qur’an, or holds any other clear doctrine of disbelief, such a person is without doubt a disbeliever and outside the fold of Islam. However, those who merely engage in tabarra (reviling (cursing) certain Companions) remain Muslims, but they are sinful and immoral. As for Sajid Naqvi, we do not know which section he belongs to. The questioner may ascertain his beliefs and views directly from him, and then a ruling may be given accordingly.
کمافي مشكاة المصابيح: وعن أبي سعيد الخدري رضي الله عنه قال: قال رسول الله صلى الله عليه وسلم: «الذهب بالذهب والفضة بالفضة والبر بالبر والشعير بالشعير والتمر بالتمر والملح بالملح مثلا بمثل يدا بيد فمن زاد أو استزاد فقد أربى الآخذ والمعطي فيه سواء» . رواه مسلم (2/ 855)۔
